Indeed, and I wonder how the Liberal Democrat and Labour members of the Finance Committee reacted when that proposal was made. The committee has followed the same process that it followed in previous years.
That provision will not be in the bill but in regulations and guidance that will follow. Any regulations that emerge will have to be considered by the committee.
