Although some have argued that the voluntary code developed by the principal of one of our universities would be enough, we are not convinced, because the voluntary code is in place but the transparency is not.
Earlier, we mentioned the prudential code, which binds council borrowing. Basically, it says that councils should not borrow more than they can afford to repay.
It says: “when the contract was agreed, the programme understood that the DWP owned a key piece of coding that would be required. This was not the case and required the programme to negotiate purchase of the coding from a third party”.
I imagine that all organisations would support that. I think that the “Code of Conduct for Members of the Scottish Parliament” has a presumption of informal resolution.
A new programme manager for the Police Scotland side had a significant IT background and was able to get in and look at the coding. Board minutes show a lot of discussion about how the detailed coding did not meet standard industry practice.
