That flavours the debate because it allows ministers to say that they cannot do anything on the grounds that the issue is nothing to do with them and they have no statutory powers to intervene, and it gives councils ammunition for saying that the funds are theirs or the burgh's and that they do not want anyone else to interfere.My point is that we have reached a stage of such chaos, confusion and mismanagement that statutory guidelines must be followed...
