Amendment 1 refers to the title of a particular office, whereas amendment 2 refers to the function of a person—who may or may not be the commission's chair—at a meeting.
As a result, the rather blunt instruments that we have been critical of in the past may have to be used. We do not intend to promote situations in which such blunt instruments will need to be used.
