Delegated powers in the Circular Economy (Scotland) Bill at Stage 1
Section 88C(5) confers power on Scottish Ministers, by regulations to make provision in relation to the civil penalty charge that is imposed including the amount that can be imposed, providing for discounts, the procedure to be followed where a civil penalty notice is cancelled and representations and appeals amongst other things.

I believed that anyone under 16 who participates in sexual activity should be charged automatically and that legal proceedings should follow. Whether they became pregnant or not was irrelevant.
