However, I can tell members now that we intend to host a major reception at Edinburgh Castle that will involve representatives from a wide variety of non-governmental organisations that can assist us in maximising the impact of the summit, help us to portray Scotland as a friendly and welcoming venue and ensure that the benefits of the event are felt in Scotland for many years to come. Some boards replied constructively and we will follow up what they are doing. We have suggested that boards that are demonstrating best practice should publicise their work among other boards, so that the exercise is regarded not as negative but as a way of tackling the issues.

Although the powers will be subject to the affirmative procedure, and therefore to scrutiny, it is still worth drawing to the attention of the lead committee the fact that we had concerns and that, although we are partly reassured by what the Executive says, we would still like the lead committee to be aware of those concerns. After our first meeting following the recess, we will be doing our final report to the lead committee on the bill.
