Monica Lennon is right in saying that it can be very uncomfortable to have to ask for a key or a code. Sanitation is a basic human right, and, if we are not providing that in 21st century Scotland, we need to have a good look at ourselves.
Paragraph 3.5 in the Scottish ministerial code states: “When the Parliament is meeting, Ministers should ensure that important announcements of Government policy are made, in the first instance, to the Parliament”.
Item 2 will be discussion of our approach, and of draft guidance, in relation to our review of section 2 of the "Code of Conduct for Members of the Scottish Parliament".
The nature of the code of practice and the dispute resolution that will surround it need to be looked at carefully to ensure that they will be effective.
I suspect that the answer that I am looking for is about a code of practice. As a parliamentarian, that always worries me, because I wonder how much should be in the bill and how much should be in a code of practice.
