We highlight in our submission that the Venice commission “Code of Good Practice on Referendums” states that “funding must be transparent, particularly when it comes to campaign accounts.”
However, the canals are 250-year-old structures that do not come with any plans, any design code or any consistent construction, and they have hidden challenges.

The minister will be aware of the British Parking Association’s code of conduct. Does he agree that if all companies followed that to the letter and to its spirit, we would not need further regulations?
