I asked whether the First Minister would join me in condemning the chancellor's proposed hike in fuel duty this September. He said no. Absolutely not. The local authorities and the unions that represent the nursery nurses need to negotiate a settlement that is fair to the nursery nurses and within their agreed procedures. Mr McLetchie may ask a quick third question. The First Minister said that to impose alternative methods would be inappropriate "at this stage".

The matter was first raised with me by the business community more than a year ago in relation to some of the more traditional trades and the sort of skills that Christine May mentioned.
