It is encouraging that the minister said that there has been no slippage in Scottish Water's capital programme, but there should be reflection with Scottish Water on whether the net reduction in the requirement from the Finance and Central Services Department from more than £200 million to £100 million makes any difference to its delivery of the investment programme.
