I would say that there has been greater co-ordination and complementarity. On duplication, one cannot judge by a programme’s label what its detail might be.
It is my understanding that farm management agreements and statements should undertake to co-ordinate activities in an area. I am not sure that having a farm management statement as opposed to an agreement promotes such co-ordination, as it would seem to undermine efforts to co-ordinate within the agreement.
