Consolidating funding for provision
Improving the operation of the Scottish Funding Council (SFC)
Improving the governance of the SFC
Designation of private providers for student support.
A rewording of these policies will be needed to create some flexibility in decision making for critical infrastructure when sensible and no other viable option is suitable.
