The tragedy is that we have the powers in Scotland to do something about that, but we are not using them to the full.We have targets to reduce our carbon emissions by 80 per cent by 2050 and to increase electricity from renewables to 50 per cent by 2020. If we are to have a chance of achieving those targets, we have to tackle our housing stock.
