I think that it has been suggested that having that split in itself costs extra money, and one suggestion is that it would be simpler to have a ban in the whole area.
That means that the Scottish budget will benefit from the extra revenue. Hence the ministers have indicated that they would direct the extra revenue to the Scottish land fund.
The difference would be that, on independence, Scotland would have all the extra fiscal powers, so it would have to be better off, because it would have all those extra instruments to promote its economy.
