If the minister is saying that there are times when he disagrees with Labour at Westminster, does he see there being occasions when he may disagree with them in Scotland? There may well be disagreements, which is why we have Cabinet meetings to try to resolve them.
The fact that that is not how registered bus services normally work has resulted in a lack of clarity in the system. I understand that some issues may be reserved to Westminster—although I may not like it—and that that may make it difficult to achieve clarity.
Alternatively, we may decide that the bill is an advance on the current situation and that we want to make it workable and as fair and equitable as possible, to which end we may want to try to improve the existing definition.
