Response from the Rt Hon Grant Shapps

When alternative resolutions were first considered, it was noted that the UK Government and the Scottish Government have no escalation mechanism between them, nor can they act as a single entity. R equiring a joint decision out of two separate Governments therefore raises the risk of delay in a case where they cannot agree.
