If we decided not to note the petition but to deal with it, and the following week a petition on planning was submitted—which would probably be more legitimate—would we examine that?
It is absolutely absurd and indefensible that this bill should set out two distinct procedures to be followed, one in respect of the most intrusive surveillance and another in respect of less intrusive surveillance, and then introduce an opaque provision that would allow the Executive to disregard completely the classification on which the bill is based.
It would have been possible to shift one of those Monday meetings to the following Tuesday, but if we had done that we would have lost an hour: we would have been able to have only a two-hour meeting on the Tuesday.
That need arises for a whole variety of reasons, not least of which is the formal inspections by HMI, when local authorities and schools have a major job in following up on inspections to plan for improvement.That is the spirit of section 7, and that is why we do not believe that the time scales in the amendments are helpful.
