To ask the Scottish Executive what priority it gives to the teaching of swimming in primary schools and whether it has any plans to introduce a national programme of teaching primary children to swim.
It is for health boards to decide how best to meet national and local priorities, and to reflect them in their Health Improvement Programmes. The development and implementation of these programmes is monitored by the Executive.
Part of the £3 million Listening to Communities programme funds People's Panels and Juries in Social Inclusion Partnerships to further involve local participation in decision making.
As regards the use of European transitional funding, the special programme for the Highlands and Islands is currently being considered by the European Commission.

Would another agency be involved in assisting those children? That is likely to determine whether they receive a co-ordinated support plan or an individualised educational programme.
I would be pleased to do anything I can to assist that. Once the investigations have been completed, we will have a much clearer picture of what happened.
