Only members of the Education, Culture and Sport Committee may vote. Other members of the Parliament may speak to or move amendments, but they are not able to vote.

What sort of incentives—or disincentives—would there be in your scheme for those who may either be studying part-time and working part-time or studying part-time and not working?
