Official Report Meeting date: 28 May 2008

Local Government and Communities Committee, 28 May 2008

My hunch would be that a charge that could be regarded as having a level of impact that could be described as de minimis—that is, a minute impact on a minute proportion of the population—would not satisfy the terms of the charter but that something towards the other end of the scale might begin to, perhaps along with other charges.

Fuel taxes are at the root of this problem, as are the transport costs to islands and remote areas.I remind Des McNulty that the motion talks about the costs in"Scotland's island and remote communities".I would like to focus on a number of national points before homing in on a local one.We can learn lessons from the way in which other countries deal with su...

With the changes that we are making—de-ring fencing, allowing local authorities to keep the money from efficiency savings for reinvestment in front-line services, and making savings by getting rid of the hated PFI—we will ensure that the money is available.

Official Report Meeting date: 26 June 2007

Justice Committee, 26 Jun 2007

Official Report Meeting date: 14 June 2007

Plenary, 14 Jun 2007

That is, of course, to be welcomed, but the question is whether the Government should not only endorse that approach, but initiate its own offsetting policies.I echo Des McNulty's comments on that. If we accept the concept of offsetting—as many politicians from a number parties do—there can only be a case for using it in relation to so-called housekeeping e...

Plenary, 23 May 2007

Next week, there will be a debate on our proposal to abolish tolls on the Tay and Forth bridges. By the sound of Des McNulty's question, I ascertain that we will not have his support in that debate but, given the information that we will present to the Parliament, we will have the support of many other members who want to adopt a far more constructive attit...

Justice 1 Committee, 20 Sep 2006

I know that your position is different from Des McNulty's. That is reasonably clear.

Stage 1 report on the Land Reform (Scotland) Bill

This suggests that even small parcels of land can be important to communities. The SLC recommended that de minimis considerations should be reflected in the Bill, with the details to be set out in secondary legislation.xxScottish Land Commission, The Land Reform Bill - Part 1: Advice to Ministers (January 2025) They also recommend the inclusion of an ability to designate land/assets of community significance that are subject to prior notification where they would otherwise have been considered de minimis.
