[The Royal College of Physicians of Edinburgh • Increasing competition between providers – “It was suggested that the process to apply for short term funds for extra bed capacity created 13 competition with other areas for resources, which was a negative outcome when this extra bed capacity was essential to services and safety, rather than a desirable extra.”
When it came in, families told us that it allowed them a bit of extra wiggle room in a budget; now, in some cases, they tell us that they could not afford their weekly shop without it.
For example, we have invested additional resources in alternatives to remand, such as electronically monitored bail and supervised bail. We have put extra resources into alternative sentence options as well.
Do you know why that is? We think that the extra funds might be a flooding allocation but, even taking that into account, East Lothian’s capital allocation is going up.
The common consensus is that those were an amazing success for Scotland, but they led to extra costs. The second part of the funding challenge relates to the £6.6 million final payment made to Creative Scotland within this financial year.
In advance of that, I ask the cabinet secretary, what is the actual delay to vessel 801 and what are the actual extra costs? What are the delays to vessel 802 and the extra costs there?

In 2026-27 the proposed Budget increases core funding into the college sector by £70m, with an additional £61.4 million in resource funding and an extra £8.2 million in capital funding.

To ask the Scottish Government whether any extra funding has been ringfenced and will be made available to aid NHS chronic pain specialist clinics, in light of chronic pain being a priority concern of the Scottish Government.
