Since the introduction of free personal care for the elderly by the Scottish Executive, South Ayrshire Council has had to subsidise the programme to the tune of £2.5 million and, in this year's budget, has been forced to divert in excess of £1 million to meet its commitments on free personal care and to reduce waiting lists caused by the Executive's failure to fund the programme fully.
