The colleges make a legitimate claim that increased investment will be required.The Commission makes particular points about flexibility, and it has increased the thresholds for state aids. The de minimis limit of €200,000 has gone up to €500,000, since the view is that that level of aid to SMEs will not distort competition, which is true.
