The 40 or 50 people who congregate around those one or two may not be a particular problem, as those young people may be able to be diverted into other activity.
That can be for various reasons. It may be nothing to do with the fact that the child does not need the therapy; it may be because no therapy is available or because of waiting lists.
For example, a company that has received support from the enterprise company to go on a trade mission overseas may tell its next-door neighbour on the industrial estate, which may then seek the same funding.
