This is fundamentally at odds with the devolution settlement, which places responsibility for devolved matters with the Scottish Government, accountable, through the Scottish Parliament, to people in Scotland.
Such an approach would lack the flexibility to account for local circumstances and would fail to take account of the dynamic nature of healthcare services and the care that they are required to deliver.
Subsection (2) defines what is meant by “equivalised” – which is that household income has been adjusted to take account of variations in household size and composition.
The Commission must also, in respect of each 4-year period, lay before the Parliament, a strategic plan setting out how it proposes to fulfil its functions during that time.
Officials will also continue to engage with the Scottish Parliament officials, through the joint post-Brexit scrutiny working group, to ensure that the scrutiny and reporting arrangements highlighted in your Committee’s report are taken into account as the work of the group progresses in the new year.
The Committee draws the instrument to the attention of the Parliament under reporting ground (j) for a failure to lay the instrument in accordance with the laying requirements in section 28(2) of the 2010 Act.

Environmental Standards Scotland suggests that, as an independent body that is directly accountable to Parliament, it would be more appropriate for it to lay any reports made under proposed new section 2G of the 2004 act, as inserted by section 1 of the bill, and I agree with that.
