Given the amount of waste water flooding that has been experienced by some of my constituents and those of many of my colleagues, will the minister assure me that the responsibility for providing any remedial action that is deemed necessary by Scottish Water at the planning stage for new housing developments should be borne by developers? A local authority may already impose planning conditions in approving a development that would require the developer to address constraints of the kind that Janis Hughes is concerned about.

As there is, as Margo MacDonald indicated, a difference of opinion between different cities, will the First Minister use his influence to achieve a consensus or, if he cannot achieve that, to ensure that those cities that wish to progress in a different manner may do so? There is an interesting policy challenge for Government in that.
