I think that it was Des McNulty who complained that this debate was simply following the pattern of previous debates, but it took Mr Rumbles to surprise us all by walking out.
We are making the change because it is in our customers' interests so it follows that our customers should not be disadvantaged by the transition process.
It was produced by November 3 and followed up actively from then on. We did set timetables, we did follow up and we did ensure—once we were aware of the problem—that management action on the ground was taken.
