With the passage of time, other things happen and it is easy to bring in extra bits of legislation that say, “You can’t do this,” or “You must do that,” and if the principles are not laid out, that can become a muddle.

I almost think that it was added as an extra reason for not choosing the existing site.The existing site is 2.9 hectares and the neighbouring primary school has 0.6 hectares.
Surely that takes us to a position where we start to ask whether there is a way to bring in extra resources. Of course, there is; the third sector is excellent at doing that.
