Finally, it is becoming a problem that can be wrestled and dealt with, and a useful service can be delivered. I want to pin that down. In legislative terms, and looking to future planning and strategy, is absolute clarity required on boundaries and responsibilities and the need to work together and co-operate?

To pin down the issue to access bursaries per se would be to introduce a degree of specification that is not already there.

We need to think sensibly about that when costing projects in future, as Des McNulty said.Similarly, incentives, perhaps through land management grants, to reduce land drainage, recreate former wetlands and reinstate natural meandering river channels might need to be considered, too.
