I think that it was suggested at the committee's meeting in Stornoway that there is a problem, because proposed assignees can present a programme of works for the next five years but there is no way of checking up on them to see whether they carry them out.
Our aim is to secure a sensible and workable solution for Scotland that recognises the planning system as it is in Scotland. Amendment 169 would not assist the negotiation of planning obligations and is more likely to complicate them.

Herresponse is as follows:This information is notavailable.The central heating programme,in the private sector, is available to all eligible over 60s, therefore not allapplicants to the programme are pensioners.
