Dr Peter Rice from the Royal College of Psychiatrists Scotland raised concerns that the Bill risked diverting attention from existing processes of referral for treatment that are not initiated by a formal diagnosis:
The bill is right to acknowledge the importance of such work, but I have to say that although the bill says that it will not affect it, I think that, in practice, it will—in particular, if it sets up a list of expectations with regard to governance around a particular activity.
