There were a range of instances across the interviews when committee members recalled specific interactions and the ways that these had shaped, or reshaped, their conceptualisation of an issue. For example, as set out in the Right to (Addiction) Recovery Bill case study, one Committee member described how they had adapted their line of questions after the engagement session with people with lived experience of alcohol/drug addiction.

Dr Peter Rice from the Royal College of Psychiatrists Scotland raised concerns that the Bill risked diverting attention from existing processes of referral for treatment that are not initiated by a formal diagnosis: The bill is right to acknowledge the importance of such work, but I have to say that although the bill says that it will not affect it, I think that, in practice, it will—in particular, if it sets up a list of expectations with regard to governance around a particular activity.
