Amendment 133 clarifies the power of a local authority to investigate, as a matter of urgency, circumstances in which the personal welfare of an adult may be at risk. There is a need to do that explicitly in section 8 to make it clear that the functions of local authorities in this regard apply to adults who are present in the local authority's area.
