Douglas Thomson, the Society's President, noted that the Bill specified that the rights of new members, under the new types of membership, would be different to the rights of existing or new full members, and that it would be clear from the outset that members under the new categories would not have voting rights.

It was noted that making RSLs subject to Freedom of Information (Scotland) Act 2002 (FOI Act) requirements, as local authority landlords currently are, was a possible solution should this be an issue.
