Alongside the Purpose and Principles, the Scottish Government also published an Initial Priorities document. This identified development of “a new model of public funding for all forms of provision”.
It is operated by the University of Strathclyde and supported by Scottish Government, Scottish Enterprise, Highlands and Islands Enterprise, High-Value Manufacturing Catapult, Skills Development Scotland, Scottish Funding Council and Renfrewshire Council.
In the past four or five years, we have seen the introduction of the flexibleworkforcedevelopmentfund, which allows employers who pay the apprenticeship levy to reuse some of that resource to upskill employees.
This includes workforce trajectories to support the workforce control framework that is being developed for public bodies including recruitment controls, a workforce management policy and related governance arrangements.
We recommend the 1 g overnment and other public bodies consider ways to reduce the cost barrier for SMEs: for example, by funding locally or regionally delivered training by CB’s across the country.

During oral evidence, it was confirmed by the Scottish Government that no funding has been provided for NES to develop the mental health workforce statistical publication and that this would be considered as part of the 2024/25 budget.
What influence do you have to ensure that Skills Development Scotland creates enough apprenticeships that are appropriate for those who live on islands and that it provides the funding for students in developing the young workforce?
