Governing bodies and others that are in receipt of public funding are rightly accountable for public funding—I make no bones about that, and no one will complain about that.
This is about what people who are in receipt of care want—the folk who are being cared for and the carers who provide the care want a national care service.

In general, people are eligible for free school meals if they are in receipt of universal credit and their monthly earned income is not more than £610.
I will just add that there is nothing to prevent parties from doing that already—they could put on their own QR codes. There might be an issue about whether we would want to legislate to make that mandatory, but there is nothing to prevent political parties or candidates from using that system as it is.
