What the First Minister has just said is certainly not true, because it is well known that the Labour council in Edinburgh has made it clear that there will be no major improvements, such as the tram programme, without tolls. As far as the past 20 years are concerned, I should point out that the Labour Government and then the Scottish Executive froze the Conservative road-building programme in Scotland.
