The level of care that the children were getting in one room at the same time from the speech therapists, the physiotherapists, the trained teacher and the carers was tremendous. Such a bank of care would not be easily available in a mainstream setting.

I am told by my legal advisers that all the Executive will have to do is lodge amendments that affect the commencement date of the act. Have the ministers given the member a commitment that they will lodge such amendments, since neither of them has told us exactly how they intend to deal with the pilots?
