An amendment had to be voted on, even though nobody wanted to have a vote. It is a refined point that may not smack us in the face for some time to come.
I have every sympathy for those who drafted the instrument—doing that is doubtless a nightmare—but we should ask the Executive to reconsider it because there appears to be a gap in the regulations. People may get off paying their parking fines.
