Safety measures for the carrying out of works in roads 64 Fencing and lighting of obstructions and excavations (1) The Roads (Scotland) Act 1984 is amended as follows. I observe that in eight years of Labour-Liberal governance, she did not think of making any substantive improvements to the ministerial code whatsoever.The ministerial code is the ministerial code—it is not the code for members of Parliament.
