Some may use lists and some may consider the situation case by case when people apply for jobs.Here in Scotland, we are undertaking processes to make improvements following the Bichard report—for example, we now have a list.
We note that and will consider the matter further. It may be that something could be included in the regulations; it may be that we need to look further and discuss with other policy colleagues the implications for placing requests.
The difficulty that Mr Ewing refers to may be the possibility that, when the measures in the bill are first implemented, they will be new and may therefore entail additional hearings.
The minister said, during his statement:"we are redefining the relationship between the Executive and quangos to ensure that they work, where appropriate, to the Executive's agenda."That may be boldly adventurous or it may be downright sinister.
I suggest that we send the papers to the petitioners and await any comments from them. There may be nothing further that we can do at this stage, although members may think otherwise.
