While we might accept that we feel a legal obligation under the European convention on human rights to introduce the regulations, I do not believe that there is any necessity for them to be introduced on 15 January. Some later date that allowed for consultation with the FSB and other interested bodies might have made the situation more acceptable.

Amendment 129 says that TPRA would kick in if, and only if, development plans are out of date. If the Executive gets its way with the bill and if we get development plans that are kept up to date, as the Executive expects to happen, it will get its way on TPRA.
