As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged.
What you have said is really helpful: there may need to be an amendment to suggest that the provisions would not be enacted or enforced until an agreed protocol was in place.
Paragraph 25 of the report states: “The incoming Committee may also wish to consider inviting SPICe to prepare a briefing on mechanisms used in other jurisdictions to follow-up audit report recommendations,” so that there is action beyond the identification of problems such as those that we will no doubt find.
