European Commission Legislative and Work Programme 2007 I apologise for being a little late this afternoon.The next item on our agenda is consideration of the European Commission's legislative and work programme for 2007.
Apart from the money for Midlothian to which I referred, Midlothian is preparing a council house new-build programme that is planned to provide 1,000 houses in the period to 2010.
As I said in my earlier answer, the provision that we have indicated for Scottish Water over the coming investment programme period will allow the investment of significant sums to improve water quality in our rivers and around our coasts.
I have concerns that, despite the best intentions, that is what will happen with this programme as well.A further issue on which we should ask the Executive to comment is the availability of carers.
The truth is that the First Minister's so-called efficiency savings programme is a joke. As we know from bitter experience, councils will react to tighter grant settlements by either cutting front-line services or raising council tax, or both.
Therefore, I do not accept the member's proposition. It is clear that we have programmes in place and that they are intended to achieve the improvements to which he refers.
