I will look to that independent assessment to make a judgment about whether the commitments that have been made in the agreement have been fulfilled in a reasonable fashion within the 12-month period, and that independent analysis will be published and will inform my view as to whether to introduce legislation at a later stage. However, I make it clear to Mary Fee and to the Parliament that I would prefer not to do that, because I think that we could achieve more progress if we fulfil the spirit and the letter of the agreement that I have reached with local authorities.
