I go back to a point that registered with me: simply because Parliament is in recess for a couple of months, that does not mean that everybody—including the politicians, the civil servants and Parliament officials—goes on holiday. It is not the lack of contact; it is the fact that the people on the receiving end have holidays, too.

Do you accept that, in relation to a number of high-profile cases of fraudulent activity in local government and other parts of government over the years, it has been accepted at a later date that very few people who carried out audits detected the fraud at an early stage and presented the evidence?
