Statistics dealing with recorded crime and court proceedings are not directly comparable as a person may be proceeded against for more than one crime involving more than one victim, while a crime may be recorded in one year and proceedings taken in a subsequent year.
Under section 28C of the 1980 act, a parent may appeal against an authority's decision to refuse their placing request, in the first instance to an appeal committee (under section 28E) and then to a sheriff (under section 28F).
