The Public Office (Accountability) Bill, which was introduced by the UK Government in the House of Commons on 16 September 2025, includes, amongst others, provisions for a “duty of candour and assistance” (a legal obligation to act transparently) for public authorities and officials when engaging with inquiries, inquests and similar investigations.
The Committee further notes your assessment that the Scottish Government took “swift action” to assist displaced Ukrainians and applied some of the lessons learned from its response to the Covid-19 pandemic. 1 • What are the lessons from the Covid-19 pandemic that have been utilised for the Ukrainian resettlement programme and can they be applied to other policy areas?
