Preventative spending in Scotland - Cross-departmental nature of prevention

The Scottish Government seems to be aware of this problem, and accordingly commits to “identify, monitor and increase spend on prevention across all public services”, as expressed in a the Cabinet Secretary for Public Finance and Local Government's response to the Finance and Public Administration's 2025-26 Budget scrutiny (13 February 2025). However, in it's report on Pre-Budget Scrutiny 2026-27, the Health, Social Care and Sport Committee expressed that it was not satisfied with the Scottish Government's progress on addressing the cross-departmental challenge: The Committee calls on the Scottish Government to set out what actions it is taking or plans to take to ensure budget decisions are made in a way that better reflects the cross-cutting nature of prevention in allocating funding.
