All the different sections of the system have been changing over recent years, and we have seen a remarkable change. We might one day get to the stage at which we pass a bill that is so simple that it will never need amendment and that is easy for everyone to understand, but I do not think that I will be here when that happens.

Is there any indication that truncating the scheme might affect the practicalities of getting the work done? I do not know how many people supply slurry tanks or whether there is any likelihood that there will in the industry be pressure to supply the physical infrastructure.
