The order prohibits absolutely mink keeping on any Scottish offshore island other than the island of Arran—which, for the order's purposes, includes Holy Island—and it prohibits mink keeping in Caithness and Sutherland. That means that mink may be kept in other parts of Scotland only under a licence that is granted under the 1932 act.Section 3 of the 1932 act provides that licences may be issued to keep mink for commercial reasons.
